Abstract

The Regional Planning and Development Agency (BAPPEDA) of Metro City is a local technical institution that plays a crucial role in coordinating executive functions to ensure the smooth operation of local government. In the ever-evolving context of globalization, BAPPEDA must adapt to advancements in information systems and technology to provide optimalservices to the community. It is essential for BAPPEDA to have a design that integrates business strategies with information technology, especially in the research and development functions. Enterprise Architecture (EA) is an effective approach to aligning business strategies with information technology infrastructure. One of the frameworks commonly used in designing EA is The Open Group Architecture Framework (TOGAF) Architecture Development Method (ADM). This research focuses on the five phases of TOGAF ADM, namely preliminary phase, architecture vision, business architecture, information system architecture, technology architecture, and opportunities and solutions. Through this research, an Enterprise Architecture (EA) is designed for BAPPEDA of Metro City, particularly in the research and development functions. TOGAF ADM artifacts are produced along with recommendations for IT development in the form of a roadmap. This case study is expected to provide guidance for BAPPEDA of Metro City in enhancing the efficiency and effectiveness of information technology governance.
